libps2mpeg2 v0.9

This is the first beta release of a MPEG-2 video decoding library for PS2.

Features:
- MPEG-1/MPEG-2 video decoding with a MP@ML compliant decoder
- realtime decoding for 720*576 @ 15 MBit/s
- utilizes full PS2 hardware with IPU, DMA and ScratchPad RAM
- assembler optimized Motion Compensation using EE's multimedia commands
