SCE Development Kit includes GCC/GDB and the PS2Emulator. All these pieces of (art)work are covered by FSF's GPL. No one can drop the freedom to distribute the source of these tools, based on a NDA. The PlayStation 2 Emulator is based on GDB, GDB is covered by GPL, then Emulator is under GPL too.
