The Independent JPEG Group's JPEG ps2 port

Here's a quick port for the ijg.org's jpeg library,
check the original README included here for
more information about the ijg's jpeg library.

Currently the library is build against ps2lib
(www.ps2dev.org), and the example links
with libito www.mouthshut.net) as well.
